No connection because target machine actively refused it

Situation: When trying to add a SAN storage using iSCSI Initiator, you may receive "No connection could be made because the target machine actively refused it".

Troubleshooting: that happens because the computer running iSCSI Initiator in not in the SAN Access Control List.
