Can't reinstall OS because write protected

Situation: The user can't start the Windows 7 computer with normal boot or safe mode. When attempting to re-install the Windows 7, he doesn't have available Drive. If he browse, he can see X drive, but he can't install OS on it. When he tries to format the drive from command line, he gets This Volume is Write protected message. Please help.

Resolution: run icacls x:\ /grant everyone:(d,wdac) /t to assign everyone permissions to all files and subfolders.
