Can't install OS on VM in Hyper-V

The Application encountered an error while attempting to change the state of "VM"

Symptoms: 1. After creating a Virtual Machine, you can't install an Operation System.

2. You may receive "Virtual machines drivers are not installed" message.

Resolutions: 1. Verify the hardware is 64bit compatible.

2. Make sure the BIOS is is enable for virtualization.

3. If you have made changes to the Boot Configuration Data store, change it accordingly.
