Windows 2008 Enterprise Server see only 3GB RAM

We have a Windows 2008 Enterprise running on a server with 14GB RAM. When you open the Properties of the Computer, it displays 14GB RAM, but if you open Windows Task Manager it show 3.3GB RAM. How can we fix it?
