 Windows 8: This app can't open- Resolution with screenshots resolution 2

Situation: The client is running Windows 8.1. Now it shows "This app can't open" whenever starting some apps including Store and WSRest.exe. The Event Viewer has ID 5973. I have tried these:

1. Run "Windows Store Apps" Troubleshooter

2. Clean boot.

3. Try different user account.

4. Disable and Enable User Account Control (UAC)

5. Installed latest update.

6. System restore.

7. I also make sure ALL APPLICATION PACKAGES has permissions to these folders
◦Read & execute, List folder contents and Read in the following locations ◾C:\Windows
◾C:\Program Files (x86)
◾C:\Program Files

◦List folder and read data, Create Folders and Append Data
◦C:\Users\<userName>\AppData\Local\Microsoft\Windows\WER

In the Search box, type CMD
  • Right click on Command Prompt and choose Run as administrator

  • In the command prompt, enter the following command:

PowerShell -ExecutionPolicy Unrestricted -Command "& {$manifest = (Get-AppxPackage Microsoft.WindowsStore).InstallLocation + '\AppxManifest.xml' ; Add-AppxPackage -DisableDevelopmentMode -Register $manifest}"
