The option to create a VPN connection unavailable (grayed out)

Cannot start Remote Access Connection Manager

The ICS and ICF services do not start because of a dependency failure.

Event ID: 7023 or Event ID: 20035

 Symptom:

1. When trying to create VPN in XP using new connection wizard, the option of dial up and VPN in Windows 2000/XP is unavailable (grayed out).
2. You may receive some errors message related Remote Access Connection Manager. 1) Cannot load Remote Access Connection Manager. Error 711. 2) Could not start the Remote Access Auto Connection Manager service on local computer. Error 1068. The dependency service or group failed to start. 3) Could not start the Remote Access Connection Manager service on Local Computer. Error 5: Access is denied. 4) Could not start the Remote Access Connection Manager service on local computer. Error 1068.
3. The Internet Connection Sharing and Internet Connection Firewall (ICF) services do not start because of a dependency failure.
4. Event ID: 7023 -  The Remote Access Connection Manager service terminated with the following error: Access is denied.
5. Event ID: 20035 - Remote Access Connection Manager failed to start because it could not create buffers. Restart the computer. Access is denied.
6. When you try to connect to AOL Broadband (DSL or cable), you may receive the following error message: Connection failed. Your Windows network is not properly configured.

 Resolutions:

1. Make sure Remote Access Connection Manager Service is running.
2. Install or re-apply SP.
3. Make sure you logon administrator or have administrative privilege to setup the VPN.
