The assigned Static IP displays 0.0.0.0

The Active Directory Users and Computers is disabled

Event ID – 4198 or 4199

Situation: After rebooting a domain controller, the client could not access Active Directory Users and computers any more. It is disabled and red X on it.

Troubleshooting: 1. Ipconfig displayed the IP address 0.0.0.0 even thought the Properties of TCP/IP showed the static IP 192.169.10.11.

2. The Event Viewer listed two errors.

Event ID - 4198 Source : TCP/IP Description: The system detected an address conflict for IP address 192.168.1011 with the system having hardware address 00:13:21:0C:6E.EB the local interface is being disabled.

Event ID - 4199 Source : TCP/IP Description: The system detected an address conflict for IP address 0.0.0.0 with the system having network hardware address 00:13:21:0C:6E.EB. Network operations on this system may be disrupted as a result.

Resolution: use rap and nbtstat commands to find out another computer and modify the IP.
