Can’t add others URL after group policy adding URL

Q: After we use group policy to add url to IE local interanet zone , users can’t add others url by themselves. Why? We want to use group policy to URL and the users can’t remove, but they can add some URL by themselves.

  1. if we use group policy to set configuration about adding url to IE local interanet zone, we could not allow users to add other url by themselves.

    We could use script to achieve this goal.
